The appeal is dismissed and outline planning permission has been refused for the erection of 18 dwellings and garages, extension to Councilcar parking and new vehicular access on land to the rear of Watsons Close, Sparepenny Lane south, great Sampford. The application Ref UTT/16/2555/OP, dated 9 August 2016, was refused by notice dated 20 December 2016. The appeal is made by Mr J Harrison against the decision of Uttlesford District Council.
