The appeal is allowed and outline planning permission is granted for residential development of up to 32 dwellings, land for a community facility and associated car parking and infrastructure at Land to the East of Tye Road, Elmstead Market, Essex in accordance with the terms of the application, Ref16/00219/OUT, dated 12 February 2016, subject to the conditions set out in the Schedule to this decision.
