The appeal is allowed and outline planning permission is granted for up to 300 dwellings and associated infrastructure and access at land at Nightingale Lane, Downham Market, Norfolk PE38 9FD in accordance with the terms of the application, Ref 16/01322/OM, dated 13 July 2016, subject to the conditions contained within the Schedule at the end of this decision. The appeal is made by The Grosvenor Partnership 3 LP against the decision of King’s Lynn and West Norfolk Borough Council.
