The appeal is dismissed and outline planning permission for the proposed development for up to 140 residential dwellings (including up to 35% affordable housing), introduction of structural planting and landscaping, informal public open space and children’s play area, surface water flood mitigation and attenuation, two vehicular access points: one from Maldon Road and one from Runsell Lane and associated ancillary works. The appeal is made by Gladman Developments Ltd against the decision of Chelmsford City Council.
