The appeal is dismissed insofar as it relates to the northern parcel of the application site shown on drawing No 1004 within the S106 obligation dated 8 January 2019. The appeal is allowed insofar as it relates to the southern parcel of land as delineated by the red line on drawing No 1005, dated December 2018 and planning permission is granted for the erection of up to 190 dwellings, vehicular access to Old Norwich Road, public open space, and associated landscaping, engineering and infrastructure works at land west of Old Norwich Road, Ipswich IP1 6LH in accordance with the terms of the application (as amended) Ref: 1832/17, dated 10 May 2017, and subject to the conditions set out in the schedule at the end of this decision.
