The development proposed is the demolition of existing agricultural shed buildings,residential development of up to 370 dwellings (Use Class C3); a flexible use building (floor space circa 460 sq. m.) falling within Use Class D1; public open space; accesses onto Gloucester Road and associated infrastructure has been dismissed.
The main issue is whether the lpa can show a 5-year supply of land for housing; the effect on heritage assets (HA); the effect on the character and appearance of the area; the acceptability of the proposed pedestrian links to local services/facilities; and whether the proposal would be premature to and predetermine provisions central to the emerging JSP.
