The appeal is allowed and outline planning permission is granted for up to 130 open-market and affordable houses, public open space, with associated infrastructure and the retention of the existing allotments at Land east of Butts Road, Higher Ridgeway, Ottery St. Mary, Devon, EX11 1EP. The permission is granted in accordance with the terms of the application, Ref. 12/0277/MOUT, dated 31 January 2012, subject to the conditions in the attached Schedule.
