Accordingly, for the reasons given above, the Secretary of State agrees with the Inspector’s recommendation. He hereby dismisses the appeal and refuses planning permission for a residential development of up to 35 dwellings with all matters reserved except for access, in accordance with application 13/02382/OUT, dated 24 May 2013, at land at Well Meadow, Well Street, Malpas, Cheshire SY14 8DE.
