The appeal is dismissed and outline planning permission is refused for residential development for the retention of Highmead House and the construction of 28 residential units comprising 1×1 bed, 6×2 bed, 1×3 bed, 13 x 4 bed, 7 x 5 bed, with vehicular access in 2 x phases from A20 at Highmead House, Hythe Road, Willesborough, Ashford, Kent TN24 0NE. The application Ref 14/00255/AS, dated 28 February 2014, was refused by notice dated 10 December 2014. The appeal is made by Mr Andrew Higgins against the decision of Ashford Borough Council.
