The appeal is dismissed and outline planning permission is refused for the erection of between 600 and 700 dwellings (Use Class C3), up to 19,300 sq m gross of additional development (including the change of use of existing buildings on site where these are retained) for Use Classes: A1, A2, A3, A4, A5 (retail); B1(a)(offices);C2 (residential institutions – care home); D1, D2 (leisure and community uses); carparking; energy centre; and for the laying out of the buildings, routes, open spacesand public realm and landscaping within the development; and all associated worksand operations including but not limited to: demolition; earthworks; and engineering operations. All development, works and operations to be in accordance with theDevelopment Parameters.
