Accordingly, for the reasons given below, the Secretary of State agrees with the Inspector’s recommendation. He hereby allows the client’s appeal and grants planning permission for outline (all matters reserved) – demolition of existing buildings and construction of up to 100 new dwellings, associated facilities and access at the BRE site Garston, at BRE, Bucknalls Lane, Garston, Watford, Hertfordshire, WD25 9XX in accordance with application reference 5/13/0406 dated 15 February 2013, subject to the conditions set out at Annex A.
